Definitions & Clarifications
• Expanded terms defined: 'infused pre-roll,' 'label,' 'packaging,' 'usable cannabis'. Seeds removed from 'usable cannabis'. (SB 168 §§ 2–5; AB 76 §§ 1.5–3)
• “Synthetic cannabinoid” clarified to include biosynthetic cannabinoids (e.g., yeast, algae derived). (AB 76 § 10)
Holds on Cannabis & Products
• Board must adopt rules for hold orders on cannabis or products. (SB 168 § 6)
• Updated definitions allow production facilities to package & sell pre-rolls directly. (SB 168 §§ 8–9)
Packaging & Labeling
• Cultivation/production facilities no longer required to provide product labels — only seed-to-sale tags. (SB 168 § 10; AB 76 § 11)

• Examples: Usable cannabis: 2.5 oz; Concentrates: 3,500 mg THC; Edibles: 10 mg/serving, 100 mg/package; Infused pre-rolls: 7g net weight and 1,000 mg THC.
Inventory Control
• Seed-to-sale tracking system use codified into statute. (AB 76 § 27)
• 3rd-party inventory systems must integrate via API; must safeguard PII.

Advertising & Branding Flexibility
